I think that's a commemorative item, as opposed to something from the ship. A Google search seems to turn up several of them. On the face of it, the lettering and the crest are not very crisp, and the "PS" designation is questionable. Hope that's some help. - Bob

The Graf Spee was launched in 1934, but scuttled in 1939. If the bell was real, it would not have "1939" on it. In addition, as mentioned, the script is not very good for what would have been a major item on the ship. Also, it seems pretty small.
