1916 F.Herder/Walter?
As suggested this is an assembly/serial number, and the flashguard, grips and release should be marked assuming this is a Herder/Walter job.. these were being tracked by Bruce Karem in his book back when he was researching these.

Most type II will have some assembly numbers, -usually minimally the release as they require more fitting than most parts (as with the type III they are not interchangeable generally- rarely if ever without fitting) If this is a Herder/Walter then there is a theory behind this number and off hand I don't remember another maker with a number in this location, hence my speculation on the maker.

Tough maker to find nice too!
