Paul
ST may represent Staatliche Polizei.
P.V. may represent Polizei Verwaltung (Police Headquarters).
Goslar is a German town in Lower Saxony.
The info about the markings comes from "History Writ in Steel" by Don Maus - a recent very comprehensive book on German Police markings.
Regards
Richie
