Bahnhofswache = rail center security. I have only seen pictures of these but yours does have some differences. Your examples eagles are a different shape (the way they come to a V) and the lettering on the scroll is thicker on those I have seen depicted.

Hi Put a magnet on the base and chains, then you will know if it is metal or aluminum.
