I'm not sure if this is considered a military uniform, but since there are Luftwaffe breast eagles , I'll try it out.

Anybody know which formation or ranks are involved in this Luftwaffe photo ?
The lady in black/dark blue is what ? a Hauptsturmmutter ? Gruppenmutter ?

Sure, everyone else did  The first type was introduced in July 1940, and replaced in July, 1941. They are shown under "LuftHelferinnen" in the "Collar/Shoulder Tabs - Military" gallery near the bottom of the Luftwaffe section.
