This looks like a 3 on left.. And,,a type of Kokoshnik style head on right... But it also seems there might have been another number in front of the 3 [?]

Russian, not sure. Somewhere East Europe.. But maybe from the Baltic countries [?]. They switched around belonging to Russia and then independent country.

,,,, There are many unidentified hallmarks out there.. Hoping to find something... I will try and make a better photo next week..

Yes, it is a 3 and a womans head [maybe a mans ]... BUT, can't find it in any hallmark references!.
It's a ring I bought with a photograph then they found a related piece which I also acquired...It was a long drawn out deal..Believe it or not the ring itself could be postwar,,up to 1957 which would actually make it worth more..

So , the problem is the mark.. Maybe not a 'state' hallmark but more of a personal makers mark?.. Reminds me so much of a Kokoshnik mark but I can't find it

Looks like it could be a head. But it really is hard to tell in the picture to be honest.

G, the mark is from Poland, 1920 and later, for 800 silver. If you cleaned it up a little bit, there is a town designation letter on the right I might be able to read. But that is definitely your mark.

you know I did a stupid thing.. Before I bought the ring I asked to see the mark better. They must have tried to clean it and made it worse!, Lesson learned,,pay attention guys!!

Thank you both so much.. More than likely the Polish.. This ring could be wartime.. But more than likely postwar. Which is perfect! It came with a 47 dated photo I had checked out and then later a UPA published book also from 47.. The front plate might have been cast not sure yet,,but it has been soldered on to the front. The ring test to 800 silver accurately.
My contacts tell me that was how they were made. Since they were basically outlaws they would have someone make a bunch of the plates/cartouche then put on what ever they could. Ring blanks, backs of watches, a pins, etc.
My daughter is a master paper conservator and has the book for now. When its done I'll post if interest.

These UPA/OUN guys fought on until the 1950s.. IF I'm correct so did some Latvians , called the 'Forrest fighters' [?]

Those were called "Forest brothers", last ones kept fighting till the end of 1959. Very last came out of forest only in 1995, this one did not fight, just hiding from soviets.

Estonians too... I am currently looking for items related to a one time forest brother later ss leader named Alfons Robert Rebane.
