It's the general civil service eagle used by post, rail & forestry. Sometimes found with an RZM mark. One of the books (Halcolmb?) suggests it was used as SA for a few months in 1936 and then replaced.

Wasn't Halcolmb - it was Angolia's book on the cloth insignia of the SA & NSDAP.
