Red Flags on this chained ss

This is the Second chained SS I bought from a fella in Mass. The first one was great but this one has a couple red flags. The Eagle has excess material around the wreath that I'm not sure would have been factory slop or not. Second red flag is the chain feels not quite right. This is tough to convey by image but it does appear too shiny and perhaps the experts here can tell from looking. Thanks for your expertise all.

Agreed too many red flags. Not liking that chain.
