It's English or rather Welsh. The broad's cap device is the three feathers crest of the Prince of Wales. It serves as the cap badge of the Royal Welsh , a lashup of three Welsh regiments, The Royal Welsh Fusiliers, The Royal Regiment Of Wales and the Territorial Army's Royal Welsh Regiment. Previously the badge was the cap badge of the Prince of Wales's Own Civil Service Rifles. From the look of the hairstyles the mug might date from the time of the Boer War. Nice find!
