Looks to be a put together piece. I see a Wingen lions head strap combined with a Emil Voos D guard hilt. Not to mention the poor fit under the hilt assembly where the washer should be. Looks as though the grips finish has been played with.

If you look at the top of the lion's head, are there signs of tampering, such as filing, irregular surface, replating, etc.?
