These two rings have some of the same charactertics. Both have black paint and some shared designs in the band. Any opinions on them would be greatly appreciated.

When you se rings like this you can be sure they are pre and postwar 'Mens' rings. Yes very close to German militay themed rings but they are not. In the US they're sometimes called Lollipop rings, Ice Creme rings and 'Premium' rings.. Open up most old 'Modern Mechanix', 'Popular Science' magazines, 'Sears', 'Wards' catalogs and you will see these exact rings offered. Not military but sometimes worth as much or more than the rings we usually collect here..

Thanks for the information about my rings. I bought them as military rings but didn't really know much about them in the 80's. I have one more that has similar designs in the band and now I assume it is a premium ring also.

Here's one on e-bay for $60.00 from Latvia. Is there a cottage industry there that pumps out skull rings?

yes there is. There is even a Latvian member here that makes nice fakes , and sells tham as fakes though.. A heavy press is needed,,and there are more than a few around. They could be 100 yrs old , in fact most prefer the old ones. And, of course you need the skill to cut a die. Time, experimentation, with a little experience you can turn out a 'passable' ring with some follow up work.
