I obtained this item from Germany last year, as part of a bulk lot, and was surprised to find the backing material was not black as I had supposed, but actually dark blue.
Were the Navy qualified to wear this badge?

It could be a panzer version that has been sun bleached, as the back looks blacker than the front. Any ideas?

I have no clue, going to have to do some checking around. It doesn't really look navy blue to me. I think Navy used a cloth badge with a yellow steering wheel for motor transport. Have done a search for Kraftfahrer abzeichen / trade badge - no luck so far on your backing color. I'll have to reach for the books. Any one know what DRK, (red cross) drivers wore? The color looks similar to some DRK cloth I have. --dj--Joe
