Looks like very late war or ersatz HBT jacket for a pioneer NCO. Looks like eagle and tabs maybe reattached. Possibly used post-war as a civilian coat.

some kid got his girlfriend to 'make me a german uniform!" from his old blue jeans?
or ... you might think hmmm some foreign worker's jacket but with std. heer insignia - don't think so. I'll stay with the kid or maybe a biker.
anyhow an ugly frankenstein.

Even if the jacket was reich era, which I doubt, the boards don't match it. Someone of that rank would have collar braid.
Plus, the buttons should be silver, or painted a colour such green or grey, for camouflage reasons. Brass base buttons were used, but always painted or anodised to suit.
In total, yuk.

Plus little things like the collar tabs are not in the same place on either side, and the eagle should be machine stitched on.
