I found this photo in a book named 'The story of World War II' by Robert Leckie , published 1964 . It shows Feuerwehr men fighting a fire . However , to me the uniforms seem to be Schutzpolizei and the guys have all the Feuerwehr gear on . All the way to the right is an Lt . with a bullion sleeve eagle !

Hello,
Probably Feuerschutzpolizei who wore green uniforms but were fire fighters as well as police officers.

I would agree with Bill, they appear to be FSP with the green uniforms in wear along with the heavy utility belt, axe and gasmask cans present.

One more interesting detail of this photo: all 3 are not wearing the leather neck protector with their helmets .
