Has any one ever seen one of these before? I would guess the ribbon is not original to this medal. Anyone know anything about it?

Fred, you are welcome.
Value tends to run low on these items. I find them equivalant to some of the higher tinnie prices. A.H.'s image may raise the value somewhat.
