Well hard to tell if it's Carmine or Wine Red. If Carmine then they are from the Staff Corps and Reichswehr Ministry If Wine Red then they are from the Smoke(Chemical) troops http://www.deutschesoldaten.com/uniforms/waffenfarbe.htmThe rank would Oberst

Nope... two pips on a twist knot board is an oberst. One pip is an Oberstleutnant and no pips is a Major.

Yup for sure was thinking major for some reason sorry for the doubt.Seems these are smoke troops pretty high ranker for this establishment

Most of the Smoketroop insignia found in Canada would have come from the Initial stages of the Normandy campaign..for some reason (most likely due to lack of contact in their areas..) this insignia is scarce in the U.S.
At Canadian shows, i have seen more of it.
