That "banner" are made of a standar supply/post sack.
The eagle are printed on one side, year and H.vpfl. on the other side.

Ok, i was a bit unclear here.
What you have here is an half/one side of the sack.
The other side that you are missing, does have the earlyer mention print.

So to be clear:
Your "banner" is one side of a supply sack that have ben altered to look like an banner/flag.

Here is one complete sack that was in my collection.
It have not the same collor as your "banner", but you will get an ide about how it was made.

Have several other complete sacks exactly in the same fabric and collor like your "banner", but no pictures of them.

SweSA is correct.
However, I know of atleast 2 different fabrics used for these.
The one you have made for a table-cloth or so, is the type used for flour, sugar etc.
SweSA shows off the coarse material type.
