One of the few references you will find on the web comes from the Nurenberg Trial evidence, related to "special experiments" on involuntary human subjects conducted there

Heres a pic of the building in the 1910´s on Scharnhorststraße. Its name then was Die Kaiser-Wilhelm-Akademie. The name was changed in 1934 to Militärärztliche Akademie, and in 1939, the date of your inscription, the building had to be expanded, which resulted in the forced resettlement of 170 families.
