Wpould like too know what type organization this is.The uniforms are winkeled and stained which I find odd for a group photo.One of the men even wear collar tabs.Thanks in advance.

These men are wearing the standard fatigue uniform of unbleached HBT. These were worn by military, civil, or police agencies.

They wore these uniforms so the more expensive wool uniforms didn't wear out or get damaged. They are very plain with only the rank cheveron being worn if applicable.

THE ANSWER MAY BE IN A CLOSE UP OF THE UNIFORM OF THE MAN WEARING THE VISOR CAP. I HAVE AN UNIDENTIFIED SCHIFFEN THAT HAS AN EAGLE MOUNTED IN AN IDENTICAL POSITION TO THE CAPS IN THE PICTURE.
