Here's my first contract/variation navy Papa Nambu. For my collection of SNLF this is the iconic pistol

I don't know much about them and the condition looks very nice on it.
What makes it a navy?

I know the luger's are marked with an N or a O and number.

If you look carefully there is an anchor to the left slightly down from serial number

Also, what do the three white bars signify?

The three lines are kanji numerals = 3
