Hangers remind me of eastern European examples.
The German inscription is what has me scratching my head. It's a bit crude. Jim Wallace, or Kurt Glemser might chirp in.

Possibly something along the lines of a theatrical prop? The light straps and suspension reminds me of that.

The hanger appears to be an original sword hanger of some type.

As to the dagger, I go with Bill. I do not believe this has anything to do with the military or real use for that matter. The hanging rings are much too delicate.
