I've recently bought another document set (IMO:- I like them a lot more than medals/badges) and i would really appreciate if anyone could help find out for me who the awardee is and also the person who signed it ? One thing i notice is there is also a serial number , any reason why ?

The person who signed it is Oberst a.D. Reinhard. The Kyffhaeuser is a league of veterans. It is still in existence. I could get into more detail, but you can use 'google' too...
