Yes, definitely German. "Viel Feinde - Viel Ehr" translates to "many enemies, much honor." Kriegshülfe Elberfeld means war-aid (either financial or other means) to the city of Elberfeld.

I'd imagine the poisonous serpents represent Germany's many enemies during the course of the war.
