I would guess it not firearm related because of its length. With "Japan" on it, it is post WWII.

An azimuth calibrating scope for radar or something similar?

Does it have a crosshair?

It almost looks like reproduction scope of a late 1800's model. The "mounts" have me at a loss though. If it were a rifle scope they'd have some sort of external adjustments.
