I have some info in that this is from training HQ BAUMBHOLDER, but what is the rank etc top line

This disc looks to be Kommandatur der Truppen�bungsplatz Baumholder (so as you wrote HQ of training camp). 32 is Stammrollenummer but there is no blood group, so the disc is unissued?!
What rank you are missing?
