The decal is a well known modern repro of a CA Pocher decal. Also, the chinstrap and liner are both modern repros. The liner has that "waxy" look to it, which is the tell-tale sign. And finally, the paint looks like a recent application. Sorry I can't be more specific here on a public forum but rest assured that it is bad and is something to stay away from.
