Note the rank patches of the middle and left men. They are officer ranks and thus are wearing officers silver bullion sleeve eagles.
The man on the right is Meister der Teno which is the highest NCO rank. He thus has to wear NCO grade sleeve-eagle which is the one in black as Gary's jacket also nicely shows.
