Don, it's a colorful and puzzling piece.
1920 is a very early depiction for a party flag. (I had to look that up).
I see a Nisshōki or Hinomaru Japanese flag. Until the spring of 1920 there were still German POW's in Japan from the siege of Tsingtau. (Wouldn't there have been politics involved)?
