Take a look at the Sergeant Major on the right.

What that white thing that looks like a portable phone hanging from his epaulet ?

It's a marksmanship lanyard. Often seen on troops who
served alongside the Bundeswhere.

Correct !

Officers can earn the award but not wear it.

How about that for an example of the military thought process ?

You don't have to work along side the Germans to earn this award. The Germans often invite soldiers to compete for this award which is the German armed forces marksmanship badge or shutzenschnur. All ranks can be awarded it but for now only enlisted can wear it. They come in bronze, silver and gold. Mine is gold, not easy and rare to earn. You can not miss one shot out of all the weapons you fire. Another cool award that can be awarded to all ranks, enlisted and officers to wear and can be worn by officers is the Das Abzeichen fur Leistungen im Truppendienst or German Armed Forces Badge for Military Proficiency. Mine is in Gold and the one I wear. The gold is very hard to attain believe me. Both awarded to me in a German award ceremony by a German General. Thank you.
