Most of the times these patches will be titled with a variety of names such as "polizeibehorde" "Ordnungspolizei" "Ordnungsbehorde" "Verkehrsuberwachungs" etc.. Basically these are non-police officers who are tasked with civilian enforcement of local laws such as littering, parking infractions, etc.. Each state is different in its terminology and this is only a "bumber sticker explanation".
