Is this some type of naval pennant? I can't seem to find another example. It does however have a tag sewn to it. Maybe the tag translation will help ID it? All heavy cotton. It came from a WWII USN vets estate. Any help would be appreciated!  <P> <P>  <P>  <P>  <P>  <P>  <P>  <P> <P>
