The tunic is an early Reichswehr style for a retired General Officer. The straps under his shoulderboards indicate the officer is retired as a General im Ruhestand who is still entitled to wear his uniform.

I am totally out of my league with this, but wouldn't they all have to be pre 1939 if he was retired? Therefore, a spanish cross on right breast, WW1 EK1 with spange, maybe a wound badge and I don't know what else. Mike
