I saw the below on Shea's site, assumed underside of boards should be felt instead of the described "woven cloth". Can somebody explain ?

The boards look OK to me from the photos. I have seen proper police shoulder boards made with wool felt backing, woven cloth backing like this, or slick rayon (Perlon). I think is is simply a manufacturer's variation.
