From the white tabs, it is meant to be hung vertically. The lower part is missing. Banners like this are very, very common in Japan today. Everything from used car lots to restaurants.

The banner says "Asahi Underground". It's Japanese, the top characters are katakana.

Asahi is the name for a lot of things from beer to newspapers, kind of like General Mills, General Motors or General Electric.

The banner is torn in half so I can't read exactly what Asahi Underground is referring to.

Oh yea, Asahi means "morning sun" which explains the rising sun on the banner.

Dave is right. This banner is an advertisement, maybe a Japanese pub or other shop that is located in a basement. We'll never really know without the other half of it.
