Binocs would make sense, or some other type of optical sighting device (mortar sight, etc)

Thanks Jerry,how did you know it was British?Andy militarynut thinks it was to put bandages,salve ,medical supplies etc in.

The used that type of canvas and the sort of odd hook configuration, on their web gear. but you also see Israeli and other former colony armies using similar styles kit.

1st aid would make sense too, as you wouldn;t want glass vials etc to get crushed
