Yes, this is historical fact. During WWII in Soviet Union only Navy officers had daggers, so Army soldiers used German daggers.

The Russian pictures that I have seen in the past, they always are wearing SA daggers.They must have hit a warehouse full of SA daggers, or just like that design.
