The crude stitching, the "inside" laquered leather and the overall configuration let me think that it is a privately manufactured elongation for an in-tunic-clip.
What does the stamping on the D-ring say? Looks to me like one of the RZM stamped D-rings but I cannot see enough to do a final statement.
Nevertheless it is a mixture of different hangers (clip is navy, Leather is obviously shortened and from an army saber hanger).

So I did see and assume right. Up to now I have seen these RZM marked D-rings on RLB junior belt loops. They are commonly smaller and thinner than the "normal" (what in this hobby is "normal" wink ) SAloops and the "normal" SAloops have D-rings with at least one side pebbled.
Naturally a lot of variants do exist.

So the elongation is a totally mix up.
