A very interesting picture. Difficult to make out much of the detail, but I would say that the two individuals displaying the deceased's awards look to be high Diplomatic or Government officials. The daggers they wear appear to be GO/DIPLOs'.

Many funerals of top officials were held at the Reich Chancellery, but from the uniforms, daggers, and hangers seen, I suspect this one is for Dr. Fritz Todt. The back drop hanging was different for party and SS members, and the honor guard would be branch of service for a military funeral. But it's just a guess

Thanks Barry,Vern...good observations
I googled images of Fritz Todt's funeral and did see the identical back drop, but in Todt's service there are cauldrons which appear to be missing from this postcards photo.
Based on the government/diplo daggers in wear maybe it would rule out Lutze also.
